Phulchowki, at about 2,760 m, is the highest hill on the rim of the Kathmandu Valley, rising above Godavari in the south-east. Its name means "hill of flowers", and in spring its forests turn red with rhododendrons. It is one of the best birdwatching sites near Kathmandu, and on clear days the summit has wide views of the Himalaya.

Quick answer: Phulchowki is about 1 hour by road from Kathmandu to Godavari, then a 4–5 hour climb through forest, or a drive up a rough road. Best for birding and flowers in March–April, and for views in October–December.
